Who We Are
Participatory Development Foundation Sri Lanka (PDF Sri Lanka) is a community-driven, non-governmental organization committed to transforming Sri Lanka into a just, peaceful, and prosperous society that respects diversity and ensures the well-being of all.
For over 25 years, we have worked alongside communities to nurture social change, empower citizens, and promote active participation in building a better future. We are driven by the belief that sustainable and meaningful transformation comes through non-violent, ethical, and participatory approaches that respect cultural, spiritual, and democratic values.
We support people to become responsible citizens and changemakers, capable of contributing to democratic development, social justice, and equality. Our foundation serves as a platform for leadership, collaboration, and community empowerment at every level of society.
What We Do
Human Rights & Justice
We advocate for the protection and promotion of human rights across all communities in Sri Lanka. We raise awareness, provide legal aid, and empower citizens to stand against injustice and discrimination.
Prevention of Human Trafficking
Through education, community engagement, and partnerships, we aim to eliminate human trafficking and provide support for victims to rebuild their lives.
Environmental Protection
We lead environmental conservation initiatives by promoting eco-friendly practices, organizing tree planting campaigns, and raising awareness about climate action.
Ending Domestic Violence
We work to prevent domestic and gender-based violence by supporting survivors, advocating for legal reform, and educating communities on the importance of safe, respectful relationships.
Microfinance & Economic Empowerment
Our microloan programs and financial literacy initiatives help marginalized individuals start or expand small businesses, enabling economic independence and community development.
Election Monitoring & Civic Participation
We support free and fair elections by training and deploying election monitors, and by fostering citizen engagement in democratic processes.
Youth & Child Leadership
We create platforms for youth and children to build leadership skills, engage in community work, and become future advocates for social change.
Networking & Collaboration
We actively connect with national and regional networks, forums, and advocacy platforms to strengthen our impact and foster collaboration for collective transformation.
Communication & Media Advocacy
To amplify our mission, we develop and use effective media and communication strategies that inspire action, build awareness, and support civic education.
The First Move Toward Change
In the Words of Our Founder
In 2001, amidst a time of political unrest and violence in Sri Lanka, the idea for the Participatory Development Foundation was born. Motivated by a strong desire to protect civilians and promote peace, the founder brought together a small group of retired educators who shared this vision. Their first meeting in Anamaduwa marked the beginning of a journey focused on addressing the consequences of political violence through grassroots efforts.
Over the years, the foundation’s work expanded significantly. Beginning with peacebuilding programs during a period of national conflict, it grew into a broader movement tackling key social challenges including human trafficking, domestic violence, and the protection of human rights. Despite the many challenges faced, the foundation has remained committed to its mission, continuously evolving with a dedicated team driven by compassion and purpose.
